1. Personal and Social abilities

• Ability to take timely decisions, to develop strategies and to critically analyse and reflect on the results of his/her or others professional activities seeking continuous improvement in professional performance;

2. Knowledge and its application

• Ability to qualify violations of law or disputes qualitatively that arise in the public or private sectors and, based on the practice of international and national courts, propose measures of responsibility or methods of dispute settlement;
• Ability to demonstrate detailed knowledge of the latest theories of legal regulation of public administration and human rights science, individual institutes of administrative law, their functioning mechanism, purpose and development trends, overview of development perspectives and comparisons with legal policy trends of foreign countries and ability to to apply knowledge in new and unknown situations.

3. Research skills

• Ability to independently analyse and interpret different legal and practical concepts and creatively use the results of the newest scientific research in issues of public law, ability to formulate well-grounded conclusions oriented towards improvement of public law regulation.

4. Special abilities

• Ability to effectively represent the interests of public and private legal and natural persons in the processes of legal violations and disputes arising in the public or private sectors;
• Ability to apply the knowledge and skills of EU constitutional and administrative law about the methods of solving current legal problems of the public sector and the social, political, economic development processes influencing these problems;
• Ability to identify, analyse and competently evaluate the practical activities of administrative law subjects, the problems arising in their activities;
• Ability to determine the reasons and circumstances leading to the emergence of those problems and to offer effective, rational suggestions for solving these problems;
